Current Polar series

First, we had a pie series. Later came the donut series which is basically a pie series with a hole in the middle. Is something like this also possible for a TPolarSeries? I am now looking for something like the attached image. 

How could this be achived? My main goal is to have an "axe" every 45° (like in the pictures) but not having them collide in the centre of the chart. I don't really care about the rings, I'm going to have them drawn manually either way
