This occurs in Design time.

SubChart may be added when adding ScrollPager. If it doesn't occur in the first place, please try it after closing Chart Editor and openning it again.

Yes, this is by design. SubChart tool is being used for the ScrollPager tool to accommodate the bottom chart and the ColorBand tool.

If SubChartTool is automatically added to ScrollPagerTool by design, why there is the SubChart tab in ScrollPagerTool? As this tab exists in it, isn't it necessary to add SubChartTool automatically?
