If you check the editor Remember editor size option, in design-time, after you open the Chart editor, you change the size of editor, you close editor and open again it, the size is the same as you had, before do the changes. To reproduce the problem, you only need check the remember editor size is active and: 

1.- open editor. 
2.- change the size. 
3.- Close the editor.
4.- Reopent it. 
Nothing change.
