The following code reproduces the problem:

    private ScrollPager tool1;

    private void InitializeChart()
    {
      tChart1.Aspect.View3D = false;

      series1 = new Steema.TeeChart.Styles.Line(tChart1.Chart);
      series1.FillSampleValues();

      tool1 = new ScrollPager(tChart1.Chart);
      tool1.Series = series1;
    }

    MemoryStream ms = new MemoryStream();
    private void button1_Click(object sender, EventArgs e)
    {
      tChart1.Export.Template.Save(ms);
      ms.Position = 0;
      MessageBox.Show("Saved");

      ms.Position = 0;
      tChart1.Import.Template.Load(ms);

      //((ScrollPager)tChart1.Tools[0]).SubChartTChart.Tools.RemoveAt(0);
