The scope style camera of Cursor Tool is incorrect; the style is the same as scope rectangle style. To check the problem please open 
All Features\Welcome! \Tools\Cursor\Scope style and change styles. 
In VCL the Styles are different.

Just tried the demo example with the latest v2015.0.0.3 and I can confirm both (camera and rectangle) styles are different. All seems to work fine.
