Int he attached project, using TeeChart ActiveX v2012.0.0.9, the chart in the bottom can be resized and moved. However, the charts on the top can't be resized.
You can initially resize them, but when you click on them after being resized, they are automatically resized to their initial size.

The bug is fixed for latest TeeChart Activex version.
