Using the following Xaml:

      <Grid>
        <teechart:TChart Name="tChart1">
          <teechart:TChart.Panel>
            <teechart:Panel Visible="True" Brush="Black" />
          </teechart:TChart.Panel>

Produces a Black Panel when the form is reopened, but the change is lost when the project is run.
