ScrollPager is broken when you add the tool in DesignTime and try to works with it in design time or run time.
If you add a ScrollPager in Design time, using Editor, when the tool is created appear a error of Acces violation, this cause that when you try compile project or work with the tool in runtime, is broken and appear more errors. You can see the error in the attached image. It only occursi n desgin time, so, in runtime the ScrollerPager works fine.
On the other hand, I think would be very interesting  do invisible the tools compose the ScrollPager, ColorBand and SubChart, because these are added in the editor tools list you add to the chart.
