license file not correctly removing watermark.

OLD_LICENSE was erronously listed in the list of conditional compile symbols in the TeeChart.Business and TeeChart.Business.WinForm projects of the .NET Core 3.1 platform. On removing these and recompiling, licensing worked as expected.
