Up until .NET Framework 4.0, TeeChart.dll could reliably read a ResX folder automatically generated by ASP.NET when running a WebSite project. Above .NET Framework 4.0, however, the ResX folder is not reliably generated - sometimes it is there, sometimes it isn't.
