Reproducible at design-time:
- Add a TChart to the form
- Add a TLineSeries to the chart
- Add a TSCrollPagerTool to the chart

Go to the Tools tab in the SubChart and you'll see several TColorBandTools.
If you close the editor and navigate again to the same tab, you'll find even more TColorBandTools.
