sample project

tchart version 2018.05.04

two cases :

1. tchart with a scroll page tool, scroll bar mouse cursor is a hand, that's OK
2. tchart with a scroll page tool and a RectangleTool, scroll bar mouse cursor is a normal pointer, that's strange.

This works for Annotation e.g. 

tChart1.Tools.Add(annotate = new Annotation());

for the RectangleTool this has been reproduced and fixed.
