Steps to reproduce, everything at designtime:

- Add a TChart and a TLineSeries
- Add a TColorLineTool
- In the Object Inspector for the TColorLineTool, set the AnnotationValue property to true to see the Annotation.
- Now set the AnnotationValue property to false

The Annotation will still be displayed.
