TeeChart VCL/FMX and .NET already have Rotated and InsideSlice properties.

Rotated property was asked to be implemented in java here:
http://bugs.teechart.net/show_bug.cgi?id=1165

We've just added a new RotateStyle properties to both VCL/FMX and .NET.
We could add the three properties to Java (Android, Swing and SWT).
