an EOutOfResources error is generated when zooming in on a chart with a bitmap tool. The cause of the error is that the entire bitmap is scaled instead of only the part thet needs to be displayed.

Steps to reproduce:

1) Open tchart GIS demo app
2) Open editor and add an image tool
3) Load a fairly large bitmap (WXGA or FullHD) into the tool
4) Link the image tool to a (displayed) series
5) close the editor
6) zoom in until you encounter the error.

The problum occurs when a customer of ours wants to add map bitmap backdrops (openstreeview, google maps) to a GIS chart.

Hello,

The problem doesn't appear for latest TeeChart Pro VCL/FMX v2017.23
