TeeJapan.res (and other languages) are included with {$R ...}, not in TeeJapanese.pas, but in these files: 

.\Source\TeeWorldSeries.pas
.\Source\FMX\FMXTee.Series.World.pas
.\Source\VCL\VCLTee.TeeWorldSeries.pas
 
I think it is confusing to include them in multiple files and it is also confusing to include them in files having different names than the resource file.
