When VCL styles are used on a project, scrollbars apear static and on top of the chart even if the chart doesnt need a scrollbar (no area to scroll). This is a highly visible problem that needs some kind of fix.

TChart might need its own StyleHook class to paint scrollbars correct or at least make sure that no scrollbar is shown when it's not needed.

Tested on Seattle.
