Running the following code shows how PositionPercent positions the AxisLabels of a SubAxis but not the axis itself:

procedure TForm1.InitializeChart;
var tmpS : TBarSeries;
    subA, custA : TChartAxis;
begin
   Chart1.View3D:=false;

   tmpS := TBarSeries(Chart1.AddSeries(TBarSeries));
   tmpS.FillSampleValues();

   Chart1.MarginLeft:=10;

   subA:=Chart1.Axes.Left.SubAxes.Add;
   subA.Increment:=500/3;
   subA.PositionUnits:=muPixels;
   subA.PositionPercent:=-30;
end;
