Find attached a project where you can change some properties of the TRoseSeries 
easily to test different situations like Rotated labels, labels Inside and 
Multiple series (Stacked or not)
There's also the possibility to activate a workaround to make the labels in the 
series to be shown in the circled labels, using OnGetCircleLabel event.

- The labels in the left part aren't correctly placed when Rotated.

- The Marks could also be rotated.

- We could add an option to put the Marks inside the shape of each value like 
with MarksOnBar property in TBarSeries (and MarksLocation 
mlStart/mlCenter/mlEnd). So, when you have multiple Rose series (stacked or 
not), activating the Marks could look nicer.
