You can access this through the editor but not by code.
In VCL you can do this:

  Chart1.Axes.Left.Title.Position:=tpStart; //tpCenter tpEnd

Position is a TAxisTitlePosition, from TeEngine.pas:

  TAxisTitlePosition=(tpStart, tpCenter, tpEnd);

The TeeChart ActiveX v2014.0.0.1, which will be posted on our web site in a few days will include this festure (allow to set it via code).
