AxisLabelFormat problem with 0.0 axis value

Client has reported us that exponential value format (#.0E+0) for the small values is not working properly is not working properly at 0.0 axis value.  The 0.0 is displayed as small value, e.g. 1.4E-16. 
The attached project reproduces the problem.
