When you change the CicularGauge Palette in design-time and run the project it's displayed always as default palette black. To reproduce follows next steps: 

1.- Add Chart in Form
2.- Open Chart Editor.
3.- Add CicularGauge and  go to the Series tab.
4.- Change Palette to ex. "Blue Palette".
5.- Run the project.
