Reproduced both in VCL and FMX.

By default, you can't resize the TScrollPagerTool dragging the TColorLineTools it has.

Workaround 1:
  ChartTool1.ColorBandTool.StartLine.Visible:=true;
  ChartTool1.ColorBandTool.EndLine.Visible:=true;

Workaround 2:
Open the editor, go to the "Tools" tab and open the "Color Band\Start" and "Color Band\End" tabs. You don't need to touch anything, just opening these editors, if you close the editor, then the tool can be resized.

Problem appears fixed in latest sources. Can't reproduce.
