Seems, there are problems with treating.
The attached project produces same problems that explain below, one by one
To generate the error when resizing the form:
Run the program and on Form1, click the button called "Display Graph in a different thread". When Form2 is displayed, resize it while it is on top of Form1 and an error is generated:"there is not enough memory to execute this command" in windows XP and "out of System resource with Win7 64 bits".
To generate a repaint problem:
Run the program and on Form1, click the button called "Display Graph in a different thread". When Form2 is displayed, move it around on top of Form1 and you will see repaint problems.
You need know that I only have reproduced these errors, with machines windows 7 x64 and windows XP x86. But in windows 7 x86 the problem isn't reproducible. It occurs in last version of ActiveX and in version ActiveX8.

Client sends me more information that I believe have relate about this problem. She said:"I received a sample project from the user to reproduce the LoaderLock error when closing application.
Some of their private codes are included in the project, so please be careful of its treatment.
To reproduce the error, please follow the steps below.
1. unzip the attachment and launch the following solution:
  Debug20111004_4\PROJECT\Main\Main.sln
2. rebuilds the solution.
3. place breakpoint at the line of 49 (int a = 0;) in FrmMain.cs.
4. run the project.
5. After FrmMain is displayed, click the Close button.
After confirmation message is displayed, click the Yes button.
6. Code stops at the breakpoint set in Step3, so keep on going.
7. The LoaderLock error occurs. "
I have attached the project as client refers. This problem doesn't appears in machines with Windos 7 x86 and is made with VS2005.
