Having MouseWheelScroll disabled 
m_pChart1->GetEnvironment().SetMouseWheelScroll(false);
Once the chart has been clicked, the OnMouseWheelScroll event isn't propagated to the parent of the chart.
It was correctly propagated with TeeChart v2012.0.0.9 but with v2013.0.1.0.
Customers project attached. Copy the files (except StdAfx.h and StdAfx.cpp) from"Utilities\New VC Classes" to the "TeeChart" folder in the customers project. It's working fine with the latest TeeChart Pro ActiveX v2016.0.0.0.
