When you use source code isn't allowed change it in diseng time. I have tried in Visual Studio command promt use gacutil /i and this doesn't works for me. Following next steps to try client want achive: 
1. to install the latest TeeChart .NET v2011 for VS2005 using the installer.
2. to make a new project, place TChart control on a form. At this point, I can change the default language from the Options menu. Then, I saved the project and close it.
3. to rebuild the sources of TeeChart .NET v2011 and make sure that the TeeChart.dll was made in the following folder:
Steema Software\TeeChart for .NET 2010 Full Source Code\Sources\TeeChart\bin\Debug
4. to launch the project I made in Step2, go to References to delete TeeChart.dll and add the new one I made in Step3.
I rebuilt it, open the form and tried to change the language from the Options menu, but I can't because I can't click the Change button.
