The form was designed with IDE Delphi 10.4 (DPI = 192), TeeChart v2020 (image 1) After migration on IDE Delphi 11.3 TeeChart v2022 it looks like image 2 I think you should override method TControl.ScaleForDPI() directly in your source codes.
