In the Command-line options window, it states that -noinstall means that "After compilation, packages will NOT be copied and not installed". However:

- DclTeeMaker*.bpl and DclTeePro9*.bpl are installed. The specified location for them was the folder where they were compiled.

- The non-design BPLs, eg TeePro9*.bpl, etc, were all copied into the C:\Windows\System32 and SysWOW64 folders.

The customer confirms the first point about the design time packages still being installed was a problem in their side. So that part is "not a bug".

I fixed the second point about the runtime packages being copied to the system folders. And the customer confirmed the fix works at their side.
