This memory leak seems to be introduced with the fix for #1830:
http://bugs.teechart.net/show_bug.cgi?id=1830

With that fix, we save the bounds of the AxisItems when drawing the axis, and a TAxisLabelsFormat is created for each label item.
This seems to cause the memory leak in Android and iOS, even if we are clearing the Axis Items at the beginning of the DoDrawLabels.
