In VCL you can access the FullRepaint property by code:

  (Chart1.Tools.Add(TDrawLineTool) as TDrawLineTool).FullRepaint:=True;

However, this is not accessible in ActiveX. It could be:

  TChart1.Tools.Add tcDrawLine
  TChart1.Tools.Items(0).asDrawLine.FullRepaint = True
