This is very similar to:
http://bugs.teechart.net/show_bug.cgi?id=1893

but occurs in a FMX Multi-Device Application. Unlike in VCL, the bottom axis label formatting is not rendered correctly even before the mouse is moved over the chart.

The problem is introduced in latest Teechart Pro VCL/FMX v2017.22.
