I checked this issue with v4.1.2015.08060.

DrawLine tool can't bee added from Chart Editor.

You were right. I had tested with the drawline tool without icon at the end of the list. I could add it by selecting the one in the middle (see attachment).
So, could you eliminate the last one from the list?
