To reproduce the problem, just put a TDashBoard in an empty form.
If you go to the dfm, you'll see:

  object DashBoard1: TDashBoard
  ...
      Gradient.Visible = True

Open the editor at designtime, change the Panel Gradient Visible to false.
If you go to the dfm, now you won't see the line above.
And when you go back to the design view, you property is Gradient is visible again.
